Professional Experience
Brooke has built deep political and business networks in Georgia and has managed many complex government affairs issues and economic development projects. She leverages her relationships and experience to provide clients with results at the state and local level in government affairs and economic development efforts. Brooke is credited with a vital ability to develop solutions and produce results that are mutually beneficial to business and government.
Lucas Strategies was founded in 2018 and since that time has offered clients consistently unparalleled access to state and local government in order to achieve their business goals in Georgia.
Brooke was Chief Operating Officer at the Georgia Teachers Retirement System, which manages a $76 billion pension fund for Georgia’s teachers and University System employees and administers an annual benefit payroll of $4.2 billion.
Previous to TRS, Brooke served as Chief of Staff of the Georgia Department of Labor. In that position, Brooke managed an operating budget of $437 million, the State Unemployment Insurance Trust Fund of $1.3 billion, nearly 4,000 staff and 46 facilities. Brooke led the overall restructuring of the Labor Department and brought connectivity between Georgia’s workforce and the State’s economic development efforts.
Prior to her time at GDOL, Brooke worked as an Economic Development Project Manager at Georgia Electric Membership Corporation and the Macon Economic Development Commission.
In addition to her professional experience, Brooke completed a Master of Business Administration at the University of Georgia in 2014. This MBA program allowed Brooke two international residencies (South America and Europe) and intensive class study of international economics and trade markets.
Brooke has international business experience in the following markets: Germany, Belgium, The Netherlands, Denmark, Sweden, United Kingdom, Ireland, Brazil, Argentina, Canada, Japan, Hong Kong and China.
Brooke completed her undergraduate studies at Mercer University in Political Science and Business Administration. She resides in now Brookhaven, Georgia.
